When are tickets best to buy for Spain?

I am planning a trip for October 3, 2011. I am flying out of Hartsfield Jackson Airport, Atlanta, GA. I wanted to go to Madrid. Is there a certain time the tickets are the best. 2adults. Are there good packages? Whats the best place to stay? Is there other good cities (NOT barcelona)? I plan asking for marriage here? Is it the right idea?lol
