Are the recent tornadoes/thunderstorms/etc. caused by HAARP?

I have a neighbor who thinks HAARP caused the recent thunderstorms, tornadoes, and Japan's earthquake (and that they're going to target the New Madrid fault) and she is constantly bombarding me with information about HAARP and claims, "You need to pay attention to this stuff!" I'm pretty sure it's bushwa, but if someone could explain a little more (rationally) and either a) debunk or b) prove said neighbor right, I'd appreciate it.
