What's so confusing about this? He or she is probably just shy. Why are you even bothering to ask us? It's not like we're going to know anything about this person that you don't. I recommend simply asking him or her directly if they're interested in you, and take it from there. At least with the direct approach, you generally get an answer one way or another.
